Chandigarh Health Service Rules: Aam Aadmi Party (AAP) Punjab has expressed objection to the proposed draft of Chandigarh Health Service Rules 2026. Party's media in-charge Baltej Pannu said on Wednesday that the proposed changes in the new rules may reduce Punjab's share in the medical services of Chandigarh. He has demanded the Central Government to review the draft and keep the decided part of Punjab safe.

Claim of change in the ratio of 60 to 40

Baltej Pannu said that there is a 60:40 arrangement between Punjab and Haryana in the medical services of Chandigarh. Under this, 60 percent share is earmarked for Punjab and 40 percent share for Haryana. The AAP leader claims that in the new draft a different arrangement has been proposed for the recruitment of medical officers.

According to him, under the proposed rules, 40 percent medical officers will be recruited directly under the UT cadre. After this, the remaining 60 percent posts will be divided between Punjab and Haryana. AAP says that due to this arrangement, Punjab's share can be around 36 percent.

Issue of impact on Punjab's share

Baltej Pannu said that this is not just a matter of change in recruitment rules, but is also an issue to Punjab's stake in Chandigarh. He said that at the time of reorganization of Punjab, some arrangements were decided regarding Chandigarh. In such a situation, while making new rules, these arrangements and the share of Punjab should be kept in mind. He said that Punjab's existing share should not be reduced due to any new cadre structure. AAP says that before making changes in health service rules, it is necessary to do a detailed assessment of its impact.

AAP's objection regarding separate UT cadre

The AAP leader said the proposal to create a separate UT cadre for medical officers could affect Punjab's share. According to him, if 40 percent posts under the new cadre are filled separately and the remaining posts are distributed between the two states, then the nature of the existing 60:40 system will change. He demanded that before implementing any new recruitment system, it should be ensured that the fixed share between Punjab and Haryana is not affected.

Demand to maintain the old arrangement

Baltej Pannu said that the arrangement of 60:40 in the medical services of Chandigarh between Punjab and Haryana has been going on for a long time. AAP demands that this system be kept safe. The party says that Punjab's share should not be reduced through the new rules. He said that while making changes in the rules to recruitment in the health services of Chandigarh, all relevant aspects should be kept in mind. Besides, the possible impact on Punjab's share should also be reviewed.

Demand for review of the draft from the Center

AAP media in-charge demanded the central government to review the draft of Chandigarh Health Service Rules 2026. He said that before preparing the final rules, Punjab's share and the arrangements made at the time of reorganization should be kept in mind. He said that before making any changes regarding Punjab's share, clarity is necessary between the concerned parties. AAP has demanded that before finalizing the new rules, the proposed cadre system should be re-reviewed and it should be ensured that it does not affect the designated part of Punjab.
